UK and Scottish Authorities Disagree Over Footing the £24.5m Bill for Donald Trump and JD Vance Trips

The UK government is being called upon to "take responsibility" and reimburse the £24.5m cost incurred during recent visits by Donald Trump and Vice-President Vance to Scotland, according to a top Scottish minister.

Significant Estimated Expenses Revealed

Provisional expenses totalling nearly £24.5 million for the pair of working visits have been made public by the Scottish government.

Ivan McKee labeled the UK government's unwillingness to offer financial support as "absurd," arguing that both visits were obviously work-related, pointing out that the American leader held discussions with EU Commission president the EU's von der Leyen and British PM Sir Keir Starmer during his summer stay in the northern nation.

Details of the Visits and Related Policing Costs

Donald Trump toured his golfing resorts at Turnberry in Ayrshire and Menie in Aberdeenshire over a week-long period in July, while American VP Vance spent around a long weekend in Ayrshire in late summer.

In a written communication to the Treasury minister James Murray, Scotland’s finance secretary stated that the visits placed "substantial operational and financial burdens on Scottish public services, particularly the Scottish police force."

The Edinburgh administration estimates that the provisional cost for securing the presidential visit by itself was £21m, which reflected peak daily deployments of more than 4,000 officers, while expenses for the vice-president’s trip were about £3m.

Complex Security Mission

This extensive security mission was the largest in Scotland since the death of Queen Elizabeth II in 2022, and included local officers, specialist units, special constables and officers from across the UK for expert assistance.

Robison wrote: "After your decision not to provide funding to the Scottish government for costs incurred in connection with the trip of Donald Trump to the nation in July 2025 and the following visit of VP JD Vance, I am contacting you to request that you review this stance and offer complete repayment for the expense of the trips."

UK Government Reply and Past Precedent

The British administration maintained that the visits were personal and "not official UK government business." A spokesperson added: "The Scottish government must cover policing costs in the country as per established funding agreements for devolved matters."

While Robison pointed to previous precedent where the UK government reimbursed the cost of Trump’s 2018 visit to Scotland, it is believed that visit followed a formal UK government invitation, in which instance it covered security costs under its funding guidelines.

"The UK government must take action and cover the cost. I think it’s ridiculous, it was obviously a official trip … Particularly when you have the prime minister Keir Starmer meeting with Donald Trump, holding joint briefings with them, conducting international business with them, its really hard to believe to say this was just a private holiday trip."
